New Funding Strengthens the Foundations of Artificial Intelligence

Modern artificial intelligence (AI) is used to detect tumours using X-rays, control production facilities and support us in our private lives as an advisor in decision-making processes. However, the mathematical models and learning programmes that make this possible are invisible to users. These underlying models are the focus of a new funding measure from the Federal Ministry of Research, Technology and Space (BMFTR): we are promoting the development of innovative foundations for AI methods and machine learning models and to this end we have published new funding guidelines.

The focus of the new measure is not on the application of AI systems, but on their “inner workings”: the development of so-called hybrid AI systems is intended to make AI more robust, efficient, comprehensible and versatile. For example, they should reduce misinterpretations of information and erroneous results (“hallucinations”). To achieve this, two different approaches are being combined: On the one hand, AI based on learning processes that derive patterns from large amounts of data, is widely applicable and recognises complex relationships; on the other hand, rule-based systems that work with fixed specifications and are transparent but less adaptable. In simulations, for example, the learning processes can recognise complex patterns and enable predictions, while the rule-based part ensures that all results are subject to known physical laws. This makes decisions of AI models more reliable and easier to understand.

The new funding initiative is aimed at universities, research institutions and companies working on forward-looking AI concepts. The results can be used across disciplines, e.g. as a basis for intelligent assistance systems, more precise diagnostics, automated machines or more efficient production processes. The measure thus not only contributes to scientific excellence, but also strengthens Germany's innovative strength and competitiveness.

AI is one of the key technologies of the High-Tech Agenda Germany (HTAD). As a cross-sectional technology, it is relevant to almost all areas of the economy and life – from medicine and mobility to energy and industry to public administration. The HTAD pursues the strategic goal of positioning Germany not only as a user, but also as a co-creator and source of ideas for international AI development.
